This report was drafted by Al Kolwicz on behalf of the Colorado Voter Group after Boulder County Republicans refused to certify the primary election in 2016. I recently received permission from Mr. Kolwicz to copy and post it to help inform Canvas Boards of things they need to watch for as they execute their duties.
The report contains a lot of “nerd” talk, but EVERY COLORADO VOTER should read pages 27 through 29, which clearly outline how Colorado’s elections went from serving the state’s electors to fully serving the State’s Bureaucracies. To add insult to injury, the new definition of “Ballots Cast” was created to facilitate certifying unverifiable elections, and to placate Canvass Board members whose consciences would guide them to adhere to the intent of the certification.
