Unfinished Business
a. “In accordance with Article XIII, Section H, CRS 1-3-106, and the opt-out order that was overwhelmingly passed by the 2024 State Assembly & Convention, shall the Colorado Republican Party opt out of the 2026 open primary?”
b. “Shall Arapahoe County Chairman, John Temple, be designated to submit the Opt-Out notification to the Secretary of State in accordance with CRS 1-4-702?”
c. “Shall Brita Horn’s personal defense attorney be dismissed as the CRC attorney because he is attempting to unethically represent both the Plaintiff (CRC) and the Defendant (Brita Horn) in the CRC’s litigation and instead allow the CRC Legal Affairs Committee to choose an unbiased next general counsel for the CRC?”
I direct you to item (a)... It clearly states....
a. “In accordance with Article XIII, Section H, CRS 1-3-106, and the opt-out order that was overwhelmingly passed by the 2024 State Assembly & Convention, shall the Colorado Republican Party opt out of the 2026 open primary?”

I further direct you to the COGOP State Assembly's order which reads...
Recognizing that the Colorado Republican State Assembly & Convention has the ultimate authority to "provide rules that shall govern the state central committee" in accordance with CRS 1-3-106 (2), the Colorado Republican State Assembly & Convention hereby orders the Colorado Republican State Central Committee to affirmatively opt out of al open primaries, in PERPETUITY starting with the 2026 election cycle, in accordance with CRS 1-4-702 while further ordering that any negative voted intended to prevent the passage of the opt-out shall not be counted in the denominator of any vote as well as not counting those members voting in the negative as part of the "total membership" of the Colorado Republican State Central Committee for purposes of the opt-out vote. The State Central Committee Chairman shall call for the opt-out vote as soon as practicable while being empowered with all reasonable authority to enforce this order. This order may only be rescinded by a future Colorado Republican State Assembly & Convention.

So... I'm happy to tell you that Brita is WRONG! WE DID HAVE A VOTE!
And in accordance with the ORDER of the Colorado Republican State Assembly that vote was in the affirmative to OPT-OUT!

These are the names of eligible GOP voters and the counties whose party organization they were elected to represent to the Colorado Republican Central Committee (also called the State Central Committee, SCC, or CO GOP.) 

A "YES" vote means they trust you, as Republican voters, to nominate candidates at your assemblies in March or April to campaign against the Democrats until the general election in November.  "YES" voters believe we can nominate candidates who will help make Colorado Great Again under the Republican Platform and the Constitutions of Colorado and the United States of America. 

A "NO" vote means they want the Republican candidates to spend scarce resources fighting each other from the assemblies in March or April until the primary election in June and then with what's left, fight the Democrats until the general election in November.  "NO" voters want those big money petition-on candidates who can get onto the ballot as "Republicans" and "win" the nomination to the general election ballot through the unconstitutional and corrupt semi-open primaries run by the Secretary of State.  Unaffiliated voters vastly outnumber Republican voters and because our First Amendment rights are trampled, candidates can "WIN" as the "Republican" nominee without receiving a single Republican vote.  Millions of our tax dollars are spent on semi-open primary elections with unsolicited and unverifiable mail ballots.  Note that many of the "NO" voters are people who were elected to office through this corrupt semi-open primary process, with at least one State Senator factually stating that she couldn't have been elected without the vote of people who won't even affiliate with our party.  If they hate the Republican platform so much that they don't want the Republican party to nominate Republican candidates, maybe they need to find another party and stop infiltrating ours.

I attended this meeting as a voting member. Many people who did not attend have since asked me why the meeting was so bad; not the individual agenda issues and votes (those are now a matter of record), but why so many in attendance felt that it was a total shit-show.  ...

The answer must be given to the Secretary of State by October 1st, 2025 for the 2026 primary election nomination process.  The question is, basically, Will the Republican Party conduct the statutory caucus and assembly process, with changes to make the assemblies' purpose to nominate candidates to the general election ballot, rather than maintaining the status quo with assemblies delegating candidates to the Primary Election ballots? 

The meeting yesterday was contentious, with no cheering from either side when Chairman Horn declared it adjourned, and people on both sides wondering if they had won or lost.  The problem is that we don't know.  The business of the meeting was not completed and the meeting was not adjourned, so it is still in session.  Therefore, I now submit this letter to Chairman Horn:

Dear Chairman Horn,
I hope you are well.  

I was impressed with the credentialing process at yesterday's meeting.  With the paper poll books and each voting member showing their photo ID and signing their names, it was the way I believe all elector verification processes should be conducted.  

However, I am informing you that Saturday’s SCC meeting was not adjourned properly and is still in session for the following reasons:

Chairman, you declared unilaterally, “And this meeting is adjourned”, which is out of order as per RONR 8:9.

Therefore, our SCC meeting from Saturday is still in session and to properly adjourn this meeting we must address Item # 9 of the approved agenda (using the method prescribed by the 2024 Convention of Delegates), and a motion for adjournment approved by the SCC.
Chairman Horn, it is imperative that we continue our meeting within the next 24-48 hours or your lack of action will be construed dilatory.
