Neither Republican Canvass board member signed the Certification of 2016 General Election. The last pages of this report document the minority report, which should be read by every person who is appointed to a Colorado Canvass board. This election was prior to the all-mail ballot elections, but over 70% of the ballots were “cast” by mail, which is why the majority of the board didn’t certify this election.
