Neither Republican Canvass board member signed the Certification of 2020 Primary Election. Please see the last pages of this document for the certificate and the Minority Report. All Canvass Board members signed the Certification of 2020 Presidential Primary Election.

2019 Coordinated Election

Both the Republican and Democrat Canvass board members signed the Boulder County Certification of the 2019 Coordinated Election.

2018 General Election

One Republican Canvass Board member signed the Certification of 2018 General Election Certification, the other did not sign. The Minority Report describes clearly the duties of a Canvass Board members and includes links to some solutions for problems causing uncertifiable elections. 

2018 Primary Election

One Republican Canvass board member signed the Certification of 2016 Primary Election Certification, the other did not sign.  No Minority Report was found on the Clerk’s website.

2016 General Election*

Neither Boulder County Republican Canvass board member signed the Certification of 2016 General Election. Their Minority Report should be read by every person who is appointed to a Colorado Canvass board. HERE is the Boulder County Republicans Chairman's reply to the county clerk's press release. 
*NOTE: This is the first election in Colorado where the COUNTY CLERKS – NOT THE VOTERS – “CAST” BALLOTS.  The new definition, Rule 1.1.8, states that: “Ballots Cast” means the total number of ballots received by the county clerk in an election. “Ballots Cast” does not include mail ballot envelopes returned to the county clerk by the U.S. Postal Service as undeliverable.

2016 Primary Election

Both Republican Canvass board members refused to sign the Certification of 2016 Primary Election "based on the duties of CRS 1-10-101.5 (1) (a) to reconcile ballots cast."  After this election, Secretary of State Wayne Williams changed the definition of “ballots cast” from the historically accepted term describing a voter’s action and redefined it to be an action determined by the clerk. 2014 General Election

Not Certified by the Majority. The Certification of Election for Boulder County is on page 30. Note that there are four signatures missing. Pages 31-33 are a three-page Majority report to Secretary of State Scott Gessler.  HERE is his reply.

2012 General Election

Not Certified by the Majortiy.  The Certification of Election for Boulder County is on page 30. Note that there are four signatures missing. It is followed by a 14-page majority report which should be required reading for those who want to know what to look for as Canvass Board members. This election was prior to the all-mail ballot elections, but over 70% of the ballots were “cast” by mail, which is why the majority of the board didn’t certify this election.

HERE is the signed Audit report.  The Board members were Two Democrat Party Representatives, One Republican Party Representative, a Representative from the Sugarloaf Fire District, and the Democrat County Clerk Hillary Hall.
